Sick puffer

I got a dwarf puffer 3 days ago. She is in a 9 gallon by herself.
Nitrite 0
Nitrate 10
Ammonia 0
She has not eaten since I got her. I orderd live blackworms but they come tommorow. She acted fine the first day. The second and third day she has spent sitting on the bottom of the tank breathing heavily. Will she make it?

I put some frozen food in and she looked at it and kind of tired to move towards it but didn't come off the floor. Could it be a really bad swim bladder injury?
