Sick white tail acei

I noticed one of the acei's hanging back from the group and saw it had a puffy, cloudy eye. Today it looks even worse and it seems like it's spreading to the rest of his face. I ordered Mela and pimafix and have been putting in salt. Parameter are good

I'm not the best type of person for fish illness but I've been in the hobby long enough to know what this could be, I'll say its popeye. It comes from bad water quality, the best treatment is a good water changes and could you tell me the parameters of the tanks, it could be something else but if I Know the parameters it could be this or that

Water parameters 0 except nitrates are around 40 ppm
