Skin peeling from neons?

So I was at petco today because I finally convinced myself to start a community tank instead of just keeping mollies. I really wanted a nice, easy schooling fish so I immediately looked at their neon tetras. They were the worst looking neons I'd ever seen! Their skin look as though it had literally been torn off in chunks and one looked like it had a bad case of ick. When I informed a manager of the terrible conditions of the poor tetras he said that they "probably got stuck in the filter" and he would "clean them out later." It was horrible! And I believe his excuse for a second. What could be wrong with these poor things?

You can definitely see what I'm talking about if you look at each individual fish.
 
That looks like Neon Tetra Disease. I wouldn't buy any fish from that store if the water source is all connected.
