Strange swimming behavior

What type of fish is afflicted? 7 week old koi angelfish fry. Swimming with their mouths facing the top of the tank, tails pointing towards the bottom
2~What are your tank parameters? Nitrate 0, nitrite 0, total hardness 25 (soft), total chlorine 0, pH 8.4. Sorry, no ammonia reading available on these sticks
3~ How large is the tank? How long has the tank been set up? 20 gallon long, set up for a month
4~What type of filtration are you using? 2 large sponge filters
5~How many fish are in the tank? What kinds of fish are they and what are their current sizes? 25 koi angelfish fry, 7 weeks old
6~When is the last time you did a water change and vacuum the gravel? How often do you do this? How much water do you remove at a time? Last water change 3 days ago, 6 gallons removed. Usually done every other day
7~How long have you had the fish? If the fish is new, how did you acclimate it/them? We hatched the fish ourselves, had them for 7 weeks
8~Have you added anything new to the tank--decor, new dechlorinator, new substrate, etc.? Nothing new
9~What kind of food have you been feeding your fish, have you changed their diet recently? Live baby brine shrimp, no changes

Only one baby out of this batch is of normal size, and swimming normally. The temperature is at 80 degrees F. I'm new to raising angelfish, and not sure what to do. I'm very concerned, and hoping we can do something to help them. Maybe a swim bladder problem ? Their bellies are round and slightly protruding.
