Suspected fungus?

I own a 10-gallon tank, fully cycled with a handful of zebra danios and neon tetras. one of the smaller tetras is showing a curious cloudy patch on his sides. As I look at it now this patch is not raised, "furry" or spreading to anyone else. could anyone give me a hand on a diagnosis?

Another question comes to mind, in an event he is sick, does he need to be quarantined or is that doing more harm than good to a schooling fish?

That problem is either Neon Tetra Disease or Columnaris. Both infections are usually fatal.
There's no cure for NTD. Columnaris can be treated with antibiotics, but recovery is quite uncommon. It's best to remove the infected fish asap as to avoid spreading the disease to tankmates.

I'm in the process of temperature balancing a quarantine tank, as soon as I can I am going to remove him and try an antibacterial treatment just in case. Thank you for all your help!

Sounds good - yeah, either one will spread otherwise and wipe out the entire school.
