unhealthy plants - Fungus or Ich Cysts?

I posted these photos on another forum and was suggested to post here to get inputs.

Below are the pictures of my Rotala indica. I know the quality could've been better, but if you look real hard and close you'd see some white stuff between the leaves/stems. They are also found on my Java Fern and Anacharis. Some suggested they're Ich Cysts others said fungus.

What do you guys think and how do I treat them? Thanks!
 
It looks like some type of fungus or mold consuming the dying portions of the plant. What type of lighting do you have? And is that marble chips or shells as a substrate? They can make the water hard and alkaline, which is not good for plants. I don't think the fungus is killing your plants, just taking advantage of decaying material.
