Veiltail Betta Issue!! Help please!

Hi everyone! I've only had my betta for about five days, and I noticed this morning that his fins are sort of stiff/rigid. They don't flow like they did when I first brought him home. I was wondering if anyone could tell me what could be wrong? He's so beautiful I'd hate to see him suffer if it's anything I can fix. HELP!

Did you use a water conditioner for your water before you put him in the tank.?

What's your water parameters? Size of tank?

Yes I conditioned it before I put him in, ammonia is at 0 and PH is about 6.8. The tank holds approx. 9 liters

I've got him sitting next to my 90 liter tank that has about 20 fish in it, that includes a dwarf gourami. Could it be stress from that?

I have him sitting next to my 90 liter tank, which has about 20 fish in it including a dwarf gourami. Could it be stress from them? Or should I try a 100% water change and basically start from the beginning again? :/

It might be fin rot I have two in a 5 gallon with a divider and no stress need better pics to see if its fin rot or not though
