Veiltail Betta Issue!! Help please!

Hi everyone! I've only had my betta for about five days, and I noticed this morning that his fins are sort of stiff/rigid. They don't flow like they did when I first brought him home. I was wondering if anyone could tell me what could be wrong? He's so beautiful I'd hate to see him suffer if it's anything I can fix. HELP! :(
 
Yes I conditioned it before I put him in, ammonia is at 0 and PH is about 6.8. The tank holds approx. 9 liters
 
I've got him sitting next to my 90 liter tank that has about 20 fish in it, that includes a dwarf gourami. Could it be stress from that?

Might need more than 9 liters of water (2.4 gallons), he will appreciate it.
 
It might be fin rot I have two in a 5 gallon with a divider and no stress need better pics to see if its fin rot or not though
 
I do have a bigger tank (about 20 liters) that I was going to use for breeding, but I could make that one his home and use the 9liter for breeding? I'll get some pictures of him when I get home from work
 
Here are some pictures of him, his fins seem stuck this way, he even swims like it. :(

I would try moving him away from the big tank. He could feel threatened by the other fish. Bettas will clamp their fins so that they appear smaller and less noticeable to the fish they feel threatened by.

Is he eating ok?
 
He's eating fine, and still is fairly active and interesting in new things. I'll try separating him from the others. Thank you :) I'll let you know how he goes
 
He's starting to look better :) yay! It must have been the other fish that were upsetting him. Thank you! Here's some pics from this morning:
