Are you talking about the brown dusty looking stuff on the sand?
It is diatoms. This happens in new aquariums when silicate particles are present and often go away after the tank is cycled. You can increase water flow, decrease lighting time, but removing the silicates is imho a good addition to help you as well.
You can buy some PhosGuard and it will likely bind of the silica dust particles and I like to ad Purigen for crystal clear water as well.
