What is this on my tetra?

Looks like a tumor! 3 pics of the same fish.

It could be a tumor or internal paracite. Keep an eye on it and I'd put the fish down if/when it's swimming becomes affected.
 
Yes, i'd say the same, if it looks like it's swimming splaradicaly or not swimming correctly it would be kinder to put it down.
