Zebra danio swimming oddly

I have a 10L tank with 2 pearl danios and 1 zebra danio. The 2 pearls seem absolutely fine, but the zebra danio is sitting at the bottom of the tank, and when it does swim higher it looks as though it sinks back to the bottom. Does anyone know what could be wrong with it? Thanks.
