I'm new to saltwater and don't know what this is growing on my new rock.
I just put a rock in the tank that already had dried algae on it and now there is a clear bubble everywhere the algae was. Can anyone identify this?

If it's new rock, it could be die off. A soft toothbrush would brush it away. It also may be the beginning of a sponge. I would give it some time and find out.

i had that clear bubble looking stuff and heres what it turned into its a yellow encrusting sponge it will die off in the light it likes the shadows and back rock where there is not much lightgrows over everything but if oyu dont have any corals or anything on the rock it would bother then let it be
