Is this a good or bad crab? It's looks pretty cool, would stink if it wasn't reef safe.

Looks like a xanthid crab.

I would. Get a tall glass and put some food in it. Tip it on the rock and you should have yourself a crab.

Is he doing any damage to the tank inhabitants. If not maybe let him in there unless you have a sump and he should be OK in there.

No he just kinda eats algae of the LR and does his own thing

The sump/refugium is a good place for them. here is the molt of a crab no larger than a pencil eraser when I banished him to the refugium-
