Over the past couple of weeks my green star polyps have started turning red?
What's happening?

They look to be browning out, and judging by the algae growing everywhere in that pic is say it's a nutrient issue. Could also be your lighting not being strong enough to support corals. What are your params and what lighting are you using?

I am using the two strip current pro 72' fixture. So lighting isn't a problem.
Nitrate, ammonia, phosphates, nitrite, are all 0. Parameters aren't the problem.
My moorish idol wiped out the entire rock over a month ago and all of the gsp came back red. But at night the entire rock is green under the actinics.

Well that isn't the strongest light, but it should be more than enough for some gsp, I'm guessing it's browning because of the excess nutrients in your system. A few large wcs with manual removal of the algae should get you on track

How many gallons should I remove from a 400g system

In that big of a system it's going to be hard to make any real difference through water changes. What are you running for filtration, specifically phosphate control?
