HELP!! Need to know if this is a ich outbreak?

I have attached a photo to see if anyone can determine if this is an ich outbreak. Haven't noticed and of my fish with white specks on them but the glass on my tank has been getting it the back of the tank that is. If so what can I possibly do to fix this. Thanks!!

I don't think that ich. Actually I'm fairly confident it's not. I have that all over my back wall. White hard specks.
