Help .. No one knows

No one can tell me what this is if anyone has a guess please help. It's defiantly a hard coral. I haven't really seen it do anything like open or expand. I have metal halides brand new bulbs. It don't do anything when the lights are off either just glows a little. Anyone help me identify???

It looks like some kind of encrusting montipora to me.

Not too sure though.

Looks like a little hunk of some type of Chalice, probably a species of Echinophyllia.
