It is decaying ditrius . Siphion it off and place a power head aimed at that area to keep it suspended for your filter to grab. Also a turkey baster to blow it off while removing water for an H20 change will help as well.

It's detritus. Not a good thing to have. It'll contribute to PO4, NO3 levels, and generally dirty water. As Sadilynn said more flow along with manual removal is necessary.
