I don't do saltwater but it does look cool, kind of like a little anenome.

It looks like apitasia. They can be harmful, as they can sting fish. They typically aren't too bad, but from my experience, they can reproduce very fast. If you want to remove them, they have a product called Apitasia X or you can try peppermint shrimp.
