Can anyone tell me if this is an atipasia anenome? Also, what are the white cobweb looking strands that appear from time to time in various places in my tank?

Yes, is a majano/aiptasia anemone.

As for the white thing...is it coming out of the feather duster?

I don't think so, they occasionally come out of just about everything in the tank.

The white strands are reproductive behavior from what I've read. There are snails that live in the rock that will do this.

Some of my corals will shed a whitish film from time to time as well. Just my opinion but it looks as though that white stuff is shedding from corals, but from your signature it doesn't look as though you have any corals?
