Looks like bubble algae, usually doesn't get out of control, but can. It's not good, either way. I think Green Mithrax( emerald) crabs eat it. Tough to see in the pic, but these would look like little green capsules.

Due to the color, I would say that it is still some type of algae rather than a tube worm or duster.
