Strange Film and/or slime

I have a strange film/slime that is developing in my saltwater aquarium. I will grow on the glass as a film (dark blue/green). I usually take a razor blade to scrape it off and it comes off in a long strip. I did this yesterday. Today there is a bunch leftover on the sand. See pictures. I don't know what it is, but want to get rid of it. I just bought new bulbs yesterday thinking it was from bad lighting.

I've tested all params, check out fine (Nitrite, Nitrate, Ammonia etc.).
 
Chem-clean will kill it off. Read directions, pretty simple but that's just a bandaid for what's causing it. You need more flow or maybe overfeeding?
