I'm gonna go with bryozoans. Hydroids tend to be singular rather than grow off a clump. But that's a hard id.

I don't think it's a bryozoan I looked it up and those are like big balls that I can't even explain I asked my LFS earlier he said it could be fire coral because they grow from the rock
