I noticed this little clear fleshy thing growing under my frogspawn, it attached to the plug it's on, it's clear and has little nodule bumps..

Best pictures I could get .. On the bottom left of it

Any thoughts?

Can't really see very well, but it could be a pineapple sponge, so google that and see if it matches what you have.

I'd say some sort of sponge as well. With frogspawn new heads will form from the old ones. Basically each head will become elongated, then sort of a figure 8 shape, then eventually split in two.

Do frogspawn head start off clear maybe?

They can.

In addition to developing new heads as donker described (head splitting), new frogspawn heads can also 'bud' from the skeletal structure and they start off as clear 'pimples' (for lack of a better word).

In the example below, the primary frogspawn head is off-camera to the upper left. The newest frogspawn bud is the clear-colored/white 'pimple' on the center/right-side of the branch; a more developed frogspawn bud can be seen on the center/left-side (green-tipped tentacles forming), and even more developed frogspawn buds near the top of the photo (tentacles developed and bud starting to branch off):

Here's an example:

With that said, it is hard for me to see the object you are trying to point out.
