New Fin Growth- Betta, Phish

So I have had Phish for a lil over a week now and thought his fins were kind of short for a veil tail and yesterday I noticed what looked like new growth...I think. He's my first Betta so I'm not positive...also I notice his color changing too...his fins looks lighter and there is no more red in his fins...is this normal? I google and it said that when color fades that means poor water quality. He is currently in a 3 gallon and I do daily 50% WC. Ammonia prior to change was 0.50, nitrites 0 nitrates 0 pH 7.8....opinions?

I hope to have him in a 10 gallon by Saturday. (I want the plants and still need a hood/light or I'd move him sooner!)

Likely if you got him from a petstore he was stressed in the cup he was in and his color change and tail re-growth is a sign he is in much healthier conditions!
