The plant is Hydrocotyle leucocephala. It isn't flowering - that's a young leaf that didn't open yet on the end of the stem. After I took the picture, I put the plant back underwater. There's no escaping my tank!

My husband Steve will be happy to know that you admired his precision with the utility knife, JC!

LOL, sorry little plant. When I first saw it I thought it was Brazilian pennywort (or maybe Hydrocotyle leucocephala is that?).
