40g sump setup question - Aquarium Advice

Going to start another sump for my 75. The last sump that I did for my 40g, I didn't have much success. So this time I would like to get some advice so I can do it correctly. The 10g sump I had could not hold enough water in my return and my overflow box was not running enough water from the tank so it was just a mess tweaking it.

So for my 40g (36x12x21), how should I go about separating the chambers so that I don't have to worry too much about not having enough water in my return chamber? And I have a aqua c HOB skimmer if anyone need that info to help me with the setup.
