Aquarium Rebuild - Do I Re-seal 1st Or do I attach the upper support frame 1st?

Currently re-sealing my tank and putting a new upper-frame on top. All the inner silicon is gone and itís perfectly cleaned so itís ready for new silicon. It's a 55 gallon so itís not a decoration frame; itís a support frame with a middle brace. Just wondering if I should seal the inner silicon first and then do the top frame? Or do the top frame, and then seal the inner aquarium?

Just for clarification, the silicon between the glass is untouched. I just need to do the inner-silicon water seal.

I'd seal the inside first that way that middle brace don't get in the way
