Yes. I use aquarium silicon by All-Glass (the same kind that they use to make their aquariums) It is 100% aquarium safe after it dries. I dyed some [acronym:1145503993="Plastic pipe"]PVC[/acronym:1145503993] black and then used the silicon to stick gravel to it. It doesnt stick too too well at first, but after about 24 hours its not going anywhere.

I read a lot about different ways to do backgrounds before starting the one I am working on and I think quikwall (special conrete) on styrofoam is the way to go. You can mix what ever grade sand you want with it and then use conrete color to color it to the color you want. It looks very rock like when done.
