I want to build my own canister filter for my 30 gallon planted tank in order to minimize equipment seen. I have only used HOB filters before, so I need to know if the gph flow formula is the same (6 x gallons). I also want to know if I can run my heater in the canister and get it out of the tank?

Aim 10x gallons turn over. With head pressure and filter clogs from trimmings and junk clogging it over time and general wear and tear, you're looking at a lower turn over. There's nothing wrong with too much flow unless you have large bodied slow swimmers. I have ~18x turn over in my planted tank. 20 gallons, 120gph power head, 260gph filter.

Yes you could run the heater in the filter. But if it goes wrong it will be a pita. Try for an inline heater.
