I am thinking about putting a sump on my 55g saltwater reef tank. The design I was thinking of was to take a hob filter to pull water out then then in the bottom of it cut a hole for a pipe and use that as my overflow. Would this work? And I was woundering if a rubber maid tub would work for the sump part? When buying one what should I look for to make sure the plastic is safe?

You have to have a dedicated overflow for a tank to work. The HOB filter idea just won't cut it for quite a few reasons.

There are a number of different hang on the back overflows that you could try. This is a good example of one: Aquarium Overflow Filters: CPR Continuous Siphon Overflow

A rubbermaid tote will work just fine for a sump. I would however look into buying a used aquarium to use as a sump instead. That way you can glue glass dividers in there to make it better able to suit your needs.
