I'm currently building a 100gallon freshwater tank. Wanted to go with sand, where can I find the cleanest(less rinsing) as well as a fair price? How much would I need? and should my canister filter be twice the gallons of the tank? IE:200+ gallon filter

Here is a sand bed calculator: Sand Bed Calculator

Probably the cheapest solution would be to use PFS (Pool Filter Sand). After a quick rinse, it works very well for FW tanks. A lot of people use it.

I would definitely recommend getting a filter rated at at least twice the volume of the tank. Filters are notoriously overrated, and as they start to break in and get dirty, their filtration drops significantly.
