So I want to recreate this pagoda that's a local landmark, but I don't know how to seal it. I want to be able to paint the wood and put it in my fish tank but how do I protect the building with out hurting anything

Use acrylic or enamel paint and then seal with a clear coat like Krylon clear acrylic. Let it dry for a couple of days at least before putting in your tank. I have done this with several different decor pieces and even drift wood.
