planing 70 gal.fish only with 50 gal sump/seahorse tank

I have two Tenacor simplicity tanks one is 70 gal. the other 50 gal, both have the intergrated filter systems(bio ball) set up like a bio cube on the inside rear of each tank. My intention is to have the 70 above the 50. My idea is to use the smaller tank as a refug/sea horse tank. Not sure if useing the sealed compartments as over flows alowing the lower tank to share water with the large tank, yet provide a good sized(40gal.) for the horses and have the benifit of a fuge. I envision part of the sump/fuge being further devided for the skimmer if I need to scavange more space than what is aloted in the rear chambers finaly a wall unit to house the two tanks stagered on the wall for viewing. I want to utilize as much of the filtration space within the two tanks
