Its to make the bubbles hit something to force them to break up. Packing whatever media you put in there prevents it from making noise, and doing so will likely result in zero escaped bubbles. As long as you hit your target levels method isn't too important, though there are some who prefer powered reactors designed for micro bubbles. (I've not experimented with this.)
