question on DIY lighting/hood

I am planning to build my own hood/lighting for a 150 gal (72x18x29) and plan on 6x96 watts . Plan for fish, live rock, and maybe some soft corals. Questions: Does it matter how far from the water surface the lights are, as I plan to have a few surgers which are about 10 in high? Can the ballasts be under or behind the tank and the wires run up to the hood?
