Which tank?

I can get a 29 gallon with fifteen pound of live rock lights and a couple power heads for $40

Or...

I can get a 20 gallon tall for $15

Really thinking about a reef tank.. I want a mandarin dragonet pretty badly haha.
But ill be in college, so itll have to fit a dorm.

Get the biggest tank you can afford. College will derail you wanted the 150+ gallon tank

I wouldn't put a mandarin in anything less than a 75g just from a cpepod perspective. A tank that small won't he able to hold a healthy enough population. You could try one that's eating frozen but even then there's Jo guarantees.
