Artificial Reef from old tires?

I can't believe they actually thought this was a good idea:

couldnt they have just put in like 50 tires to start with, see if it worked before dumping 2 million in?

artificial reef my ***, they wanted to get rid of 2 million tires

im sure its only because there are alot more enviromental groups out there, than in the 1970s

what were they thinking (considering they just didnt want to dump 2 million tires)

If I was a diver, that would be the last place I would want to dive. A reef of tires is pretty ugly lol.

And can you imagine trying to fish there. Every time you drop a line to the bottom, you snag a tire. You'd catch more tires than you would fish.
