Fixing a fish tank

I have a 20g long fish tank that I use for my gerbils instead of fish. They chewed the frame at the top of the tank and I was wondering if anyone knew how to fix it. It is not something that affects the tank's structure or ability to hold water if I ever wanted it for that, but it annoying to have a chew hole in the frame.
 
They sell new rims for aquariums ,but I doubt it would be cheaper then a new 20 at the 'Dollar Per Gallon' sale ?
I believe most think it is unsafe to use tanks that were used for rodents and reptiles due to ammonia and such leaching into silicone from them ,and then leaching back out in water. Doesn't make sense to me ,but?
I can't say if it is true though.
