Hyphessobrycon elachys? Regardless, the photo reminded me of a shipment I saw over 20 years ago in an aquarium store in Baltimore. There were a bunch of fish in a tank all with this sort of coloration. A closer look showed there were several different tetra genera involved and dwarf Corydoras. Nice examples of schooling mimicry.
