How can I get rid of fish?

Who takes community fish? I would like to drain my 10 gallon to use as a QT but who's going to want tetras and guppies?

Many LFS will take fish rather than see them disposed of. Many big box stores can't take them, so don't bother asking. Find a little local store. Or, try Craigslist or a local club, maybe?

Yeah tons of people want guppies for sure. Tetras to. My LFS takes fish in trade and will also take them off your hands if you just want to get rid of them. Otherwise as stated above I see postings on craigslist all the time.

Most of the time an LFS will give you money or in-store credit for giving them fish.

You should lookup aquatic/fish clubs in your area. They may have suitable options or advice for you.
