Is my teachers tank overstocked?

He has a 10g heavily planted java fern tank with 4 glowlight tetras, 5 zebra danios, and 7 male endlers with 3 female.

Yes I would say that tank is overstocked. Mostly by activity level. All those fish are extremely active (or should be anyways) and a 10g, IMO, is cramped for all of them.

If the Endler's were limited to 3, I think the tank would be much happier. He can probably get away with it because of all the plants, but healthy water parameters don't necessarily equal happy, healthy fish.
Edit: if he cuts back on the Endler's, he should have a 2:1 female to male ratio, or just go all males.
