Is this tank good bad or indifferent??

So I'm at the doctors office, and like most doctors and dentists offices they have a fish tank in the lobby. But this one looks a bit.....fuzzy.....to me. The fish and snail, and crabs seem to be be happy. I can see 2 different types of guppys in there, but I don't know what they are since I'm not to familiar with guppys, and then theres a dozen or so snail's.

That tank is def horribly maintained.

I purchased a used tank from Hubbys Coworker a while ago. When I cleaned it out it had several of those fuzzy type balls in it. She had it for roughly 7 months and had never cleaned the gravel as she didn't know how. Just replaced a bit of water here and there.. the fuzzy balls were a lot smaller than those.

Poor fish, I think I'd offer to clean it for them. Maybe they would take the hint.
