I have a 40 gal tall with a 3" albino oscar a 4" tiger oscar a 5" red bay snook and a 4" pleco they all get along fine but the snook is acting real shy and I am wondering is that normal or is there a way I can set up my tank to make him more active

Your tank is too small for every single one of your fish.

You snook may be scared of your oscars. Your best bet to make him come out more is to put them all in a much, much bigger tank where he'll have some room away from the other fish.

For what you have you need at least a 180 gallon tank for all of those fish.
