Walmart selling Bettas! Horrible!

I went to Walmart and they are selling Bettas in small dirty cups with barely any water. Then I saw this, two Bettas in on cup! Poor things!

Yes, there are two Bettas in one cup. And the unfortunate thing is that half of them are dead on the shelves.

They shouldn't be allowed to sell a living thing if they cannot properly care for it while it is at the store.

Yes some wal-marts shouldn't sell fish I agree. 3 LFS around me have Betta lounges with about 100bettas in cups! My wal-marts by me are ok at fish keeping and I like the guy who works in the section.
