20 long tank, want to add live plants

I have a 20 gallon long tank (30x12x12) that I want to add live plants to. I'm fine with low to mid light plants, nothing spectacular. If I need CO2, I'll probably do a DIY CO2 system.

Would this light work for my tank? 24" T5 HO Aquarium Light Hood Freshwater Plant 6500K 48 | eBay

Would I need C02, and would it grow med or high light plants?

That will put you at the top of medium if not into the high range, there would not be much you could not grow. I would think you would need CO2 at some point. You could always just run one bulb at first.

If I ran both bulbs, could I grow low, med and high, or just med/high plants? Would I need special substrate/fertilizers, or would the CO2, root tabs, and some FloraPlus work?

You can grow both both. I would think that at some point ferts, at the minimum root tabs and CO2 would be needed.
