I have a 36" 96watt 50/50 light. Would this be enough over a 30 gallon for a planted tank. Would this be low light? Is there a better bulb that I could get?

it should be about the equivalent to medium light. I have 2x96 watt 50/50s on a 55 and can grow a lot of different plants. The actinic part is about 20% as efficient as the "white" part. It would probably be a nice amount of light to start off a planted tank, once you get the hang of it and want more you can always change the bulb out for a full 6700 or 10000K bulb and then you're off to the races.
