Is the light strength sufficient for 2 feet planted?

Watts aren't important. The actual type of the bulb is what determines how much light you're actually getting, with the fixture type playing a big role as well.

Wattage required changes depending on the type of lighting. 55 wats of LEDs are completely different than 55 watts of flourescent, which is different than 55 watts of metal hallide. They all have different heat outputs as well.
