After Cyanobacteria, how to restart?

My 3 gallon had a little repeat cyano, seems my tapwater has phosphates. I moved its betta to a 10, and want to try a dry start method low tech tank for a few shrimp or chili rasboras.

I shut off the lights and siphoned out what was still there after a few days. It never got to be more than about two square inches.

Should I sterilize the tank? I hate to think of all that beneficial bacteria in the substrate and filter dieing off. And I'm not going to do erythromycin, for that $ I'll redo the substrate in black.

I was thinking, since it will be only a little water, no fish, for a few weeks, any cyano I have missed right now will die off?
