Algae problems

I have a 46gal tank with a case of BBA. I only have 30w fluorescent for lighting. I don't add anything except for dechlorinator after water changes, which I do 10-15% once weekly.

pH: 7.4
NH3: 0ppm
NO3: 0ppm
Plants: Wisteria, aponogenton undulata (3), a huge amount of java moss, dwarf sag
Fish: 6 WCMM, 1 oto, 3 platies & an abundance of platy fry, countless number of snails

The tank has been set up for a little over six months. Up until a few months ago, my plants weren't growing like crazy, but they were healthy, overall. My aponogenton undulata have all but withered away. I removed the leaves and stems of one and replanted the rhizome and it's growing back nicely. But there was lush and green growth before, and now the leaves are yellow, transparent, or gone.

I want to get a 96w CF fixture some time this week, but I'd like to know what's causing the algae before I invest in anything else, unless it is going to help eliminate the problem. I decided to a low-light tank because I can't afford CO2. I had DIY CO2 on another tank, but the temperature in the house was too cold and the yeast kept dying. Anyway, I plan to get a GH/KH test kit when I order the light. I'm also willing to get ferts, but I'm not sure what I need. I know that I'm completely lacking in nitrates.

Also, my ten gallon has an outbreak of algae.

Any ideas about that?
pH: 7.4

Lighting: 2-13w CF screw-in bulbs
Plants: wisteria, dwarf sag, aponogeton undulata, myriophyllum aquaticum, aponogeton crispus
Fish: twelve platy fry & a lot of snails

I'm not sure what imbalances lead to any of this, so any help would be greatly appreciated.
 
First off both tanks have 0 Nitrates, which means that your plants can't take advantage of any of the remaining nutrients in your tanks. You'll either need to start feeding your fish more heavily or dosing Nitrates. Maybe that some of your other nutrients have bottomed out too, but I'd start with the Nitrates and go from there.
