Am i doing this correctly?

I just got HARDY APONOGETON BULBS I dropped them in a breeder net directly under the light and in front of the filter. Is his right I attached pictures of the position and the package. It says " just drop them in" but my fishes tried to eat it. Should I do something else?

What color are the roots supposed to be. And oscars jd jd/Texas hybrid and severum
 
Just drop them in. Don't plant them. They need to float around awhile and will root on their own. When they sprout be very careful. Break the sprout and that's it for the plant: no more will gome from that bulb. Afterawhile of growth they'll be ready to move around.
